Workshop: Public Technology Innovation through Government Technology

The "International Conference on Business Informatics" is the most important platform for the business informatics community in the German-speaking sphere. It offers researchers, industry representatives, and young professionals the opportunity to learn about and exchange ideas on the latest developments in research and business practice. 

As part of the conference, the workshop "Public Technology Innovation through Government Technology" will take place on September 17, 2025, from 9:00 a.m. to 10:30 a.m. The workshop is chaired by Timm Teubner, board member of the ECDF and Professor of trust in digital services at Technische Universität Berlin.

Topic:

The public administration is currently undergoing profound digital transformation. Innovative technologies are reshaping how public services are designed, delivered, and governed, while the growing dependence on large technology companies raises concerns about the sovereignty of digital infrastructures. The aim of this workshop is thus to foster a sound academic discussion on the opportunities and challenges related to the use and strategic governance of GovTech. GovTech aims to bring innovative technologies to the public sector.

GovTech encompasses a wide range of paradigms and practical perspectives. Most available solutions aim to optimize processes and increase efficiency in public administration. With a growing European market estimated at over €500 billion and increasing political relevance (e.g., 17 mentions in the Interoperable Europe Act), GovTech is gaining political traction. However, considering its role in public digital infrastructure, it still lacks sufficient academic evaluation. The workshop aims to provide an overview of current debates and to offer theoretical approaches across various topics, including:

Digital Policy: How do political frameworks influence the adoption and implementation of GovTech solutions?

Diffusion of Innovation: What factors support or hinder the introduction of new technologies in the public sector, such as inter-agency transfer?

Technology Management: Which management approaches are suitable for the sustainable integration of GovTech into public administration systems?

Entrepreneurial Ecosystem: How can the European GovTech ecosystem be analyzed, e.g., as an entrepreneurial ecosystem?

Digital Public Infrastructure: What kind of infrastructure is necessary to successfully integrate innovative GovTech solutions into existing systems, and how should it be orchestrated?
